Yes, because it is illegal often illegal , if you try to take care of a person. For instance, if someone is gravely ill / unwell you cannot depend on emergency services these days anymore. That means violating a few traffic laws, but so be it.
Medicinal use of drugs, most notably weed. It has been shown that for some people smoking weed, greatly reduces pain, and extreme side-effects of the medical treatment they receive.
As for killing people, merely out of self-defence. But that is allowed.

If a policeman committed a heinous crime. They always get acquitted here if something like that seems to occur. Not too amazing, as it is a specialised police department, that does the investigation. Independent investigations have shown time and again, that these "impartial" investigations are grossly biased in the favour of the police.
