I think most people who live on coastal areas keep some sort of an evacuation plan. I keep water and a few things in my trunk.... and try to make sure I have a few bucks for hauling butt if needed....and have used that several times.
The truth of it all is: When in doubt....het the h*ll out. People who hang back due to ANY reason aren't using good sense.
This is funny....last year during one of my 3 evacuations....I went to my parent's house and the hurricane swerved and they got hit instead of where we lived. I sat 3-4 days with no electric when all was well at MY house but I couldn't get out on the roads to get home because they were flooded.

It was so stupid.
I think that's the hurricane that screwed up Stone's house.
If you live in a coastal area....you gotta know that this can happen. To act like it's a complete surprise after the fact is really foolish. After the Mayor of New Orleans told them to get out, considering they were BELOW sea level, it was dumb to stay. What we need is mass evacuation resources for the poor BEFORE a hurricane....not trying to figure out how to deal with it afterwards.
