A long time ago I was a contracts manager and the most difficult provision to buy in was mentoring (for unemployed youngsters) because there was no money in it. Even then, we paid the organisation that recruited the mentors and adminstered the programme. I agree with your Professor, samson, they will take the bid more seriously if you indicate that you are in overall control and charge accordingly. Bid high but indicate that you'll negotiate depending on the degree of quality control they require. Good luck.
