It probably has become worse, with the advent of the cell phone. It may be even worse in areas with multiple different-language ethnicities. If you don't know what people are saying it is not that hard to interpret this as a threatening situation.

That was mostly a joke, I take the subway to work everyday and it's pretty much silent.

I think commuters are probably the group that talks least of all public transport users. But if we are talking about school kids, then of course it is a completely different matter.
