Really depends on the item. If I have the skills to fix it, I do so. If my dad has the skill to fix it, he does. That means almost everything can be fixed.
Often the things in yard sales are not defect, or hardly defect. If you know what you are doing you can save sometimes 75% of the money you would have to spend on a new one.
I don't call that being frugal. But sensible. Money you save that way, can be used for other things.
If I can get away with fixing something cheaply that will last medium to long term, then I will, otherwise I'll do it properly even if I have to pay to have it done.
I can usually find someone else to fix broken stuff for me. If not, I can also figure out how to do it myself. I was considered a First Class Mechanic (as in rank) on the base and ran the motors on the pier. If I have the money I would rather buy something new than fix something old...but that rarely happens.
