I'm not sure that this is a problem limited to the Netherlands.
We, I include teachers, must not forget that they are government employees. In fact, although they often complain about their pay, as government employees, they are VERY well paid (a beginning Teacher can make almost 2 X a beginning Army officer).
Government employees are publically accountable. They MUST fill out forms to document their work. Part of the Game.
