The mere gesture of a mom being preocupated with the situation would calm my nerves. As in acknowledging that at the end of their arm there's someone else screaming.
I wonder if this is a cultural difference. I'm from Eastern Europe and when I went home last summer, I saw NO baby in the capital, dragged by the mom in huge supermarkets, no carriage in shops. I literally heard no baby cry. Or if they started fussing, it would end, either because they were remove or because their parents did something.
Anyway, I'm not gonna start with who does this, class, age, education or colour of skin. I'll just say that in this case, the heritage of communism plays for my cause ( as a society, we cared a lot about image, education... even in front of strangers. Maybe because we had nothing else to be preocupated with, like money, since no one had any)
