Part of the public crying baby problem is due to mothers not using good sense and wisdom. You have to learn to plan your shopping activities around their nap time and feeding times. You don't drag them around all day while they are uncomfortable. Some mother's seem to forget that all the noises and lights are tough on a little baby and make them irritable and cranky.
Same is true for toddlers. Feed them, give them a nap....THEN take them for a SHORT shopping excursion. Not take them out for hours where they are strapped down in a car seat...then a shopping buggy. It's just stupid.
Beyond that....I'm with Calizza. If it's a behavior problem....take them to the car and swat their butts. They will pick up real quick what their expected behavior is.
PS: My kids are teens....they both whine when they don't get what they want in a store too! HAHAHA!
