That I actually knew. Dutch parliament also has a Speaker with a similar function, though he speaks to announce who is speaking, and structure the debate a bit. He is not allowed to contribute to the debate either. A bit more than the "Order! Order!" the Speaker in the UK has to shout.
BTW, England does not have a parliament. It is the United Kingdom.
