If that is a good reason:
1) ban school buses
2) close schools
3) declare every gathering of young kids of reproductive age, to be illegal
4) declare heterosexual relationships to be illegal, preferably punishably by death.
5) forced sterilization of one sex (women?)
Problem solved. If the US is going to legislate for every could, even moreso when the could is not even proven, the whole ideology of cutting down on government is a big twisted and sick joke.
