Simple. Organizations refer to information on the internet, which they either do not put on the net in the first place, or from which you are systematically denied access for one reason or the other.
I had to electronically sign up for a course, but it was made systematically impossible. Then I get referred to information pertaining to that course, yet access was systematically denied. Luckily I have been able to fix that problem.
But more and more I feel myself like Al Bundy, in the scene where he had to order some parts for his car:
Tape: "Press 120 if your car is a Dodge"
Al: Presses 120
Tape: "Hello Mr. Bundy."
