I agree Vautrin. It reminds me of communism...where they can decide a child's future at a very young age and end up losing the late bloomers or future inventers. A kid who spends much of his time staring out of the window at the sky... into what others believe to be vacant space....may very well be the one who is interested enough to figure out how to put in a space colony.
Another thing you said was about assessment tests not being totally accurate. I can be asked a number of personal questions and to be honest....I can answer them either way. EX: I can be considered extremely outgoing and social.......I can also be considered to be a loner and withdrawn. I have no way of answering such a question. Both are equally true.
Why don't you find a few assessment questions and start a thread. That would just be such an interesting discussion!
