My friend lives in a relatively dense residential area and is right on the big street for my city (small city, maybe 35,000 just north of detroit) and the cops seem to have a response time of around 1 minute normally. Anyway, right after high school ended we decided to have a book burning (someone stole about 10 copies of the book HOLES from the school, they took a BS film lit class and were forced to read it and decided it deserved a burning). Long story short, I left for around 10 minutes to drive someone home, and when I came back they had already started and put out the fire, which mostly was gasoline. I saw video of this and there was a giant black smoke plume that temporarily obscured the main road. No cops or fire trucks came.
