It would be extortion if chances of getting sick were as high in any place. For cafes and bars that is absolutely not true. So there is a rationale in the measure.

4 ÃÂ£ is a hefty fee though. the owner could call the police who would fine every drunkard, fur drunkenness in a public place. So let the owner have his small profit. He has to clean up the mess, and not the drunkard.
