I have heard that it is practically impossible for sex offenders to maintain the conditions of their parole/probation in urban settings b/c of the sheer mass numbers of child related facilities (schools, daycares, churches, playgrounds, etc....)


If these are public funded facilities than it also stands to reason that the government has to utilize land they own. With the high cost of property in cities this also limits their options in such situations.
